Description of problem:

The chkconfig utility does not properly report an error or the
usage message when it is passed incorrect command-line arguments.

Example incorrect commands affected include:
  chkconfig --level 4
  chkconfig --level 4 on
  chkconfig on

I suppose you can argue that 'on' might be a service name for the 
last two commands, but it's potentially confusing.

Fixed in 1.3.15-1, currently not scheduled for release in RHEL until
RHEL 5.
