Description of problem:

It appears we have a Tech-Preview Item in our OSP-9 Docs, this came in via a rhos-tech question.

I believe that prior to OSP13, the image signing feature could work if the user had access to Barbican, but Barbican was not really packaged in OSP<13. If no one is using image signing in OSP<13, I think it would be ok to drop the doc.
