I wonder what capabilities should the message of the day have? 

Should it be only one sentence? Or should it support links? Does it need to support getting the source from another place?

There is a lot of ways how to implement it. 

If somebody wants to have this capability with currently released IPA servers, then a Web UI plugin could be the way. In principle, MOTD is almost the same as the instruction box which FreeIPA public demo uses:
* public demo: https://ipa.demo1.freeipa.org/ipa/ui/
* plugin which implements it https://pvoborni.fedorapeople.org/plugins/demo/demo.js

Using a plugin has, of course, some disadvantages:
* it practically injects code in Web UI, so it can also break it if not done well, which might have some support implications
* must be deployed on all servers when the message should be seen

Advantage:
* is very flexible. E.g. it can get the MOTD from another source. It can display more complex text. Something like it would probably not be implemented in IPA server itself as it is highly dependent a needs of a company which runs IPA.
