Description of problem:
After doing the git reset, the ChangeLog is newer than RELEASE-NOTES.txt,
Thus ChangeLog will not get updated

Version-Release number of selected component (if applicable):
cmake-fedora-2.9.0

How reproducible:
Always

Steps to Reproduce:
1. Update version in RELEASE-NOTES.txt
2. make pack_src
3. git reset --hard HEAD

Actual results:
ChangeLog failed to get update

Expected results:
ChangeLog should get update
