Description of problem:
OSP11 -> OSP12 upgrade: major-upgrade-converge-docker.yaml fails with ERROR: The specified reference "WorkflowTasks_Step1_Execution" (in CephStorageDeployment_Step1) is incorrect.

How reproducible:
100%

Steps to Reproduce:
1. Deploy OSP11 with 3 controllers + 1 compute
2. Upgrade to OSP12

Actual results:
The major-upgrade-converge-docker.yaml step of the upgrade fails with:
ERROR: The specified reference "WorkflowTasks_Step1_Execution" (in CephStorageDeployment_Step1) is incorrect. 

Expected results:
major-upgrade-converge-docker.yaml completes fine.

I wasn't able to reproduce this with the latest puddle. Closing it for now. I'll reopen if needed.
