Description of problem: On rawhide, 4.13.RC2 (or RC1 for that matter) does not work. The system boots very slowly and eventually when it comes up, none of the USB devices work. Everything works OK on 4.12.4 (except vc4 which still has to be blacklisted to get a stable system).

How reproducible: Install 4.13.RC2 and try to boot on raspberry pi 3.

Sorry, forgot to say that this is on 64bit (aarch64).
