A way to personalize the header pane is needed.  This should be done by
allowing certain variables to be used in the *.rdf files which will be
replaced with the appropriate values when a user is logged in.  Also there
should be two sets of Title and navTitle tags, one for holding the text to
display when no one is logged in and one for holding the text to display
when there is a user logged in.
