* /usr/share/instack-undercloud/ipxe/post-install.d/86-selinux uses: /tmp/ipxe.mod
  to compile the selinux policy
* isolated-build/pre-install.d/00-disable-external-installs uses /tmp/yum-blacklist (all versions)
