I see this message but it is expected.  In the past this also happened and was explained as the desired behavior (author does not want this config to be readable).

monit.x86_64: E: non-readable /etc/monit.conf 0600

monit is already packaged for EPEL via branches in the main Fedora distgit repo [1].  The latest upstream version 5.25.1 is available in epel-testing right now [2][3].
