Description of problem:
engine-setup utility currently does not update ovirt-engine-metrics package, it has to be updated manually by yum

Version-Release number of selected component (if applicable):
ovirt-engine-4.1.4.2-0.1.el7.noarch

How reproducible:
100%

Steps to Reproduce:
Have new build repositories set up
1. yum update
2. yum downgrade ovirt-engine-metrics
3. engine-setup

Actual results:
ovirt-engine-metrics not listed as to be updated during engine-setup

We already ask to run yum update on upgrade, I don't think this needs any change
