Description of problem:
With the following kickstart option:

langsupport en_US C --default en_US

I still end up with *LOTS* of stuff in /usr/lib/locale and /usr/share/locale

This is done intentionally.  There's no way to add the .mo files at a later time
other than re-installing every package which isn't practical.
