Additional info:

After reading entire BZ history I started the path to workaround on pulp config. But when I opened /etc/pulp/repo_auth.conf the line:

repo_url_prefixes: /pulp/repos,/pulp/ostree/web,/pulp/isos

was already present on the file. Anyway I restarted katello-service and tried another capsule sync but got same error.
