Description of problem:
The buttons in the puppet classes table are poorly formatted. The left/right padding is different and if a button is long enough, it overflows the cell/table

1. Navigate to Configure -> Classes
2. Observe the actions column
3.

Actual results:
Poor formatting

Expected results:
Consistent padding, buttons not escaping from their cells

This is only reproducible for user without the `delete_puppetclasses` permission.
