Description of problem:
While logged in as Org Admin user, RHAI log into customer portal dialog keep on refreshes that don't allow enter credentials and log in.

Version-Release number of selected component (if applicable):
Satellite 6.3.0 Snap 13

How reproducible:
Always

Steps to Reproduce:
1. Create org admin role by cloning Organization Admin default role
2. Create new user and assign above cloned role
3. Login with new user in satellite
4. Go to 'Red Hat Access' -> '' 

Actual results:
Dialog to enter the credentials of Customer Portal displays that refresh continuously doesn't allow to enter the credentials

Expected results:
Dialog to enter the credentials of Customer Portal should be steady that allows the user to enter credentials.

Additional info:
This issue doesn't appear with Admin user.

steps:

1. Created role org_admin with clone of default Organization Admin

3. Login with new user
4. Navigate to Red Hat Access

Dialogue for credentials displayed and found steady to enter credentials.
