Description of problem:
Installation of net-snmp-perl now pulls in 22 -devel packages that are not wanted or required.

Version-Release number of selected component (if applicable):
net-snmp-perl-5.7.2-28.el7.x86_64

How reproducible:
Always since 7.4

Steps to Reproduce:
1. yum install net-snmp-perl
2. 
3.

Actual results:
Installs net-snmp-perl + umpty -devel packages that should not be present

Expected results:
On 7.3 this installs just net-snmp-perl and no -devel packages are included.

Additional info:
Problem caused by bz 1438875 where the comment was added "I am not sure whether it would be appreciated".

You are right, it's not! :-)

A better method would have been to move the required net-snmp-config* binaries out of the net-snmp-devel package and into one of the already installed packages or to move net-snmp-cert into the net-snmp-devel package so that users that require it will be the ones who get the unnecessary 22 -devel packages.

Solution of this issue could be move net-snmp-config from devel package to general (as in proposed patch file).

This change will avoid to install additional packages, which aren't required by net-snmp-python.

This change breaks build of package relying to net-snmp-devel to provide net-snmp-config

configure: error: Could not find net-snmp-config binary. Please check your net-snmp installation.

Can you please change net-snmp-devel to require net-snmp ?
