XChat was recently retired in Fedora [1, 2, 3]. This package has runtime dependency on xchat and therefor it is now broken. Please consider

1) Update the depednecy to HexChat if possible.
2) Retire the package.

This bug appears to have been reported against 'rawhide' during the Fedora 28 development cycle.
Changing version to '28'.
