Description of problem:
view_capsule_content doesn't allow LifeCycleEnvs to load on the Content tab. Currenly you need the manage_capsule_content permission.

How reproducible:
100%

Steps to Reproduce:
1. create users with Viewer and View Hosts roles
2. Unable to see content on the Capsule.

Moving this bug to POST for triage into Satellite 6 since the upstream issue http://projects.theforeman.org/issues/20855 has been resolved.

Build:Satellite 6.3.0 snap26


Created a user with Viewer and view host role 

Navigated to external capsule and Lifecycle and CV was visible under Content tab
