Description of problem:

Currently switches are managed by whatever controller node responds first when they connect. There should be a mechanism to allow the OVSDB plug-in to load-balance switches among the controller nodes. (It's probably worth analysing the impact of shard leadership too.)

The upstream tracker for OVSDB is https://bugs.opendaylight.org/show_bug.cgi?id=9110 (we'll need others for other upstream projects, at least OpenFlowPlugin).

As per depreciation notice [1], closing this bug. Please reopen if relevant for RHOSP13, as this is the only version shipping ODL.
