Description of problem:

This is a much needed feature as admins not only want to access OpenStack environment but also want to control instance creation.

- The feature can be made available under "Configuration" dropdown within Compute -> Clouds -> Flavors

Actual results:
- Currently we can't create OpenStack flavors from CloudForms

Expected results:
- Should have feature to craeate OpenStack Flavor

Additional info:
- This is generic as well as one of the customer's requirement.
