Description of problem:

We see stack trace as following https://gist.github.com/smalleni/a6eb01825e708c8e9d6974537444170a when running some performance and scale tests of creating neutron resources.

This was fixed in https://review.openstack.org/#/c/498881/ and backported on Sep-13. Once a new package that includes the backport is used, this should not appear anymore.

What rally test and what spec have you used?

I don't see DBReferenceError when running tempest tests.
If you experience such errors again please supply information how to reproduce it.
