Description of problem:

As the author of PySpice https://pyspice.fabrice-salvaire.fr, I request to package  
libngspice.so in the rpm as well as a full cleanup of the spec file.

Please remove all the experimental features! I already requested this in the past.

I know ngspice devel is not so active, but they released a 27 version recently. On many distributions (Fedora, Ubuntu) Ngspice shared is not available. Thus lambda users have to recompile Ngspice.

I think its a Q&A issue, either a distribution restrict its scope to a minimum set of packages (RHEL), either we maintain all the packages.

Also It doesn't make sense to provide a simulation package with non standards features, actually users should look in the spec to know what is going on ... I recently experienced different behaviours depending of the system.  

Do I have to use https://copr.fedorainfracloud.org to provide a clean package ???

Don't report multiple (seperate) issues in one ticket. File a different issue.
Also, please comment "why". 

I already commented in the bug 1440904 why we don't provide shared library.
