Description of problem:

Currently the Networker role provided in OSP12 by openstack-tripleo-heat-templates includes Neutron API services. In OSP10/11 the Networker role used for testing included only the Neutron agents without any of the Neutron Api services which were running on the controller node running systemd services. 

Also the networker role should be connected to the Tenant network as the NeutronOvsAgent is binding on that network.
