vulkan-1.0.39.1-2.el7 was added to rhel7 on 7.4 update. Please retire vulkan on epel7.

If vulkan needs to be added to epel7 it must not update distro package (it must be lonwer EVR than rhel7 one.)

Problem is vulkan package is still in repo!

Not my problem any more, I filed a ticket and retired it.
