I'm not sure if I understand what is the problem here. I've tried to reproduce the problem (setting up a master and a replica) and `ipa-replica-manage --verbose re-initialize --from` works for me. 

What should I do to reproduce it?

we need to get the upstream fix in RHEL-7.5.z with flags set into this RHEL-7.6 bug report.
RHEL-7.4 customers are hitting this defect.
this is a problem for new RHEL IdM customers.
