Description of problem:
Per https://bugzilla.redhat.com/show_bug.cgi?id=1495460#c0, its step 3 `oc describe bc` shows event for the BC that has no build. So it should have Events tab for UX to check that on BC page directly, instead of going to Monitoring --> Events page
This is similar to adding pvc Events tab: https://bugzilla.redhat.com/show_bug.cgi?id=1451013#c5

Verified in v3.7.0-0.176.0, BC page has the tab and shows events
