1. In Ops UI , pop up notifications can be turned OFF by disabling the Websocket role.
2. It will be great to have such a feature in SUI too

Gonna flag someone else for this one, we don't really have a settings section in the SUI, where are we adding this feature? I imagine it would be something one would want to toggle...

Since this is really just for QE's benefit for testing, could we just make an ENV var that can disable the toast notices?
