The NovaEvacuate resource agent has been updated to work with the fence_compute and fence_evacuate fencing agents. As a result, it is now possible to use NovaEvacuate to make fenced instances available again.

Description of problem:

IHA got a revamp for OSP 12 and requires changes to resource and fence agents.

The changes include the splitting of fence_compute into fence_evacuate (focussed on telling nova to bring the instance back to life) and fence_compute (now exclusively focussed on ensuring the compute is listed as down in nova and removing it from the "available" queue).

fence_compute now also supports unfencing.

Ideally we need them in the next round of z-streams before OSP 12 is released.

All patches are upstream in github.

Instance created and evacuated on force crash of the compute node , evacuation succeed on to another compute node.
