Description of problem: Performed SSA on image not an instance which resides on Azure provider with non-managed disk.


Version-Release number of selected component (if applicable): 5.8.2.1.20170925150507_8770490


How reproducible:100%


Steps to Reproduce:
1. Add Azure provider
2. Perform SSA on image 
3.

Actual results: SSA failing on Azure Images 


Expected results: It should scan Image without any error.

Note that this issue is specifically for Azure Managed Disk Images.  Non Managed Disk Images scan properly.

PRs https://github.com/ManageIQ/manageiq-providers-azure/pull/133 and
https://github.com/ManageIQ/manageiq-smartstate/pull/31 have been added to address this 
issue.  They both need to be back ported to FINE; the ManageIQ-smartstate gem changes will need to be added by way of manageiq-gems-pending.

Moving back to ON_DEV until the the gem version is bumped up.

manageiq-smartstate gem bumped up to 0.1.6 and manageiq main repo Gemfile updated to use the new version via merged PR https://github.com/ManageIQ/manageiq/pull/16175

Able to Perform SSA on images without any error.
