Description of problem:
The python-flask-babel hasn't been updated in years and lags behind upstream,  blocking installation of software that specifies newer versions.

Version-Release number of selected component (if applicable):
Current version in fedora repos is 0.9.9
Current upstream version is 0.11.2

How reproducible:
Always

Steps to Reproduce:
1. sudo dnf install python-flask-babel
2.
3.

Actual results:
version 0.9.9 is installed

Expected results:
version 0.11.x is installed
