Description of problem: We were testing oscap on satellite 6.3 snap 18. After deleting policy, we were trying to view full arf reports/ download arf reports of deleted policy.But it showed an error as "
Error: Failed to downloaded ARF report in HTML: ERF12-1831 [ProxyAPI::ProxyException]: Unable to get HTML version of requested report from Capsule ([NoMethodError]: undefined method `digest' for nil:NilClass) for Capsule https://dell-per630-fc-04.rhts.eng.bos.redhat.com:9090/compliance/"

Version-Release number of selected component (if applicable): Satellite 6.3 snap 18

How reproducible: always


Steps to Reproduce:
1. Create scap policy and generate arf report for a host 
2. Make sure report has generated.
3. Now delete the scap policy
4. Navigate to Hosts -> Report
5. Try to View Full Report
6. Try to download report

Actual results:
while downloading, it showed an error as "

Version Tested:
Satellite-6.3 Snap 20

steps:
1. Created scap reports for policy of host
2. Deleted policy
3. Navigate to Hosts -> Report

Found when policy deleted, scap reports generated by policy are also deleted.
