Description of problem:
OSP11 -> OSP12 upgrade: Galera resource fails to get promoted to master after post upgrade controller reboots

After chatting with dciabrin about this issue it looks that we need the following packages to avoid this issue:

pacemaker-1.1.16-12.el7_4.4
resource-agents-3.9.5-105.el7_4.2
puppet-tripleo review which is not merged yet: https://review.openstack.org/#/c/497766/

This ticket was filed to make sure we're getting these changes into a build ready for testing as they're not available in the latest puddle.

Note: the resource agents must be updated inside the mariadb container image.
