Description of problem:
We currently have no mechanism to specify a Dockerfile name when using `apb build`.

3.7.0

How reproducible:
100%

Steps to Reproduce:
1. Type `apb build -h`


Actual results:
No option for specifying Dockerfile name

Expected results:
An option to specify Dockerfile name

Verified with latest apb tool.
Fixed.
