Description of problem:

ansible-pacemaker rpm is required to perform minor update of RHOS-12 but unfortunately it's not present on undercloud.
It's also required for major upgrades so we need to deliver it during uc upgrade .

The review linked is fixing the module-path for the ansible-pacemaker module.

This should be considered a release blocker because without it the platform will not be able to be updated or upgraded successfully.  The broken link also causes automation failures.
