Description of problem:

SSIA.  Telling rgmanager to not start one or more services automatically on
startup doesn't work; they're started anyway.

Fixed in CVS.

The problem hasn't been fixed in a released version yet.

The problem still exist with the current rgmanager.

No, it does not.  system-config-cluster-1.0.16 is not putting out autostart="0"
when the box is unchecked.  This is not an rgmanager problem.
