Description of problem:
A private image which allow to get visible under a different project using below command is actually not visible under instance rebuild window, however it is visible under image tab and also visible for instance create window.
"Glance member-create <image-id> <project-id>"
"Glance member-update <image-id> <project-id> accepted"
Using nova cli, the rebuild command successfully executed with the image-id, however the same image-id is not visible on instance rebuild window on dash board.

Steps to Reproduce:
1. create a private image in admin project
2. allow the image to be visible in say demo project using command mentioned in description
3. login to horizon using demo credential.
4. verify the image will be visible in image-tab and when you going to create a new instance, however when you select edit->rebuild option for an existing instance, the image will not be visible there.

I thought that I have seen a similar bug in the upstream bug tracker, but after searching there I can see that it wasn't strictly related to this. This seems to be a new bug.
Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
