Description of problem:
cockpit-networkmanager and cockpit packages are in node but not in RHVH.

1. Install RHVH 4.1.7 - redhat-virtualization-host-4.1-20171012.0
2. Check cockpit-networkmanager and cockpit packages
3.

Expected results:
RHVH should include cockpit-networkmanager and cockpit packages.

cockpit-networkmanager is not built downstream, and cannot be included.

We do not include the cockpit base metapackage in order to keep the size down, and not including it has no functional impact.
