Description of problem:
User get 500 Internal Server Error on edit tags page

Version-Release number of selected component (if applicable):
5.9.0.2

How reproducible:
100%

Steps to Reproduce:
1. Login as admin
2. Navigate to Configure-> Access Control -> Groups
3. Edit tags for one of the groups

Actual results:
500 Internal Server Error appears on the screen(check screenshot)

Expected results:
Tag page should be opened without errors
