Description of problem:

Neutron reference solution provides support for QoS DSCP tagging and egress bandwidth limiting. Those are basic QoS features that while integrated in the ovn C core are not integrated (or fully tested) in the neutron mechanism driver.


Expected results:

Being able to apply DSCP marking rules and BW limiting rules, and enabling the right tests to ensure this is working.
