Description of problem:

We have a workaround for PPC32 compiling issue for upstream release libfabric-1.5.1. Now this issue had been addressed in upstream, so backport the fix to replace the workaround.

This fix only disable gcc built-in atomics for PPC32. It will not impact rest platforms.

How reproducible:
This patch does not need QE specific test as it is a compiling issue.
