Description of problem:
If you make a folder "dos" on an NTFS partition "grub2-mkconfig" will assume you have dos installed even if you have no other dos files and dos is not installed. This may also happen with other file system but I have not tried it.

How reproducible:
I found this out when I changed my grub configuration file after making a "dos" folder in the root of an NTFS partition. I don't know if capitalization matters. I have Windows 10 installed on another drive if that makes a difference. Also, this is my "d:\" drive in Windows. It's where I keep data and is accessible from both Linux and Windows. 

Steps to Reproduce:
1.Make a "dos" folder in the root of an NTFS partition.(that is c:\dos) 
2.Modify "/boot/grub2/grub.cfg"in a way that "grub2-mkconfig" will need to 
rewrite the grub menu. 
3.Run 'grub2-mkconfig -o /boot/grub2/grub.cfg'
4.The output should include: "found MS-DOS 5.x/6.x/Win3.1 on /dev/sdb2" and " MS-DOS 5.x/6.x/Win3.1" will appear in your boot menu.
If you try and boot it, it won't boot. I actually got an error that looked like it came from Windows, saying files where missing. 

Actual results:
A menu item for an OS you don't have. 

Expected results:
No additional menu item.

CORRECTION! Step 2 should say "Modify '/etc/default/grub'".

Fedora 25 changed to end-of-life (EOL) status on 2017-12-12. Fedora 25 is
no longer maintained, which means that it will not receive any further

This bug is currently reported against a Fedora version which is already unsuported.
I am changing the version to '27', the latest supported release.

Please check whether this bug is still an issue on the '27' release.
If you find this bug not being applicable on this release, please close it.

It also happens in FC31. Also at this point I am not manually editing anything with Grub, just doing kernel updates, maybe it just remains their.

This issue is also present in upstream GRUB. Please report the bug there.
