Description of problem:

After upgrading to the latest version of sudo, ldap and local users are not able to sudo

Version-Release number of selected component (if applicable):

sudo-1.8.19p2-10.el7.x86_64

sudo-1.8.19p2-12.1507546153.el7.x86_64.rpm

Steps to Reproduce:
1. sudo su -

Actual results:
<username> is not in the sudoers file.  This incident will be reported.

Expected results:
Able to run sudo commands

Additional Info : 

Test build provided in bug 1485397 didn't help for this issue. Collected logs with that test build packages installed.
