Description of problem:

Like summary, kdumpctl should check makedumpfile timestamp.
Here is some test log:
[root@hp-z230 ~]# kdumpctl restart
kexec: unloaded kdump kernel
Stopping kdump: [OK]
kexec: loaded kdump kernel
Starting kdump: [OK]

[root@hp-z230 ~]# ls -l /sbin/makedumpfile 
-rwxr-xr-x. 1 root root 360480 Jun 27 21:28 /sbin/makedumpfile
[root@hp-z230 ~]# touch /sbin/makedumpfile 
[root@hp-z230 ~]# ls -l /sbin/makedumpfile 
-rwxr-xr-x. 1 root root 360480 Oct 31 10:49 /sbin/makedumpfile
[root@hp-z230 ~]# kdumpctl restart
kexec: unloaded kdump kernel
Stopping kdump: [OK]
kexec: loaded kdump kernel
Starting kdump: [OK]


Kdumpctl should rebuild initramfs file when use new makedumpfile file.

7.4 GA kernel/kexec-tools/makedumpfile package.
