Network Topology Screen when attached to OSP

Description of problem:
When Network Topology tab in opened in CFME when attached to OpenStack, the view is confused and it's always refreshing. 

CFME miss a view for each tenant/customers (in the Cloud Provider Use Case). We do manage resources (VMs, Networks, Subnets, Routers, etc...) with prov_scope tag. 

When a customer (tenant member) is logged in CFME, he should only see his tenant resources in topology network view.
