This happens only in containerized environments when using the SwiftRawDisk parameter. Backported patch merged, moving to POST. openstack-tripleo-heat-templates-7.0.3-11.el7ost Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
