Description of problem:
User has to import GPG keys during first dnf transaction from clean Fedora Modular Server installation.

fedora-modular-release-27-11.module_89c999fd

How reproducible:
Always

Steps to Reproduce:
sudo dnf install httpd

Actual results:
User has to accept import of GPG keys.

Expected results:
Default installation should include GPG keys to check packages before installing them.
