Description of problem:

Since dedicated cluster has been upgraded to 3.6.173.0.49, the link to download oc client is not found.

- Dedicated 3.6.173.0.49

How reproducible: 100%

Steps to Reproduce:
1. Go to CLI download page on webconsole.
2. Try to download oc client.

Actual results:
- The download link is invalid as client binary does not exist.

Expected results:
- Successfully download the binary.

Additional info:
- As you can see from here https://mirror.openshift.com/pub/openshift-v3/clients/ there are no 3.6.173.0.49 binary.
