Description of problem:
When running texi2dvi, an error message is displayed indicating that
it needs a working 'tex' binary installed.

Steps to Reproduce:
1./usr/bin/texi2dvi -o blah.dvi blah

Actual Results:  Error message explaining that 'tex' is not found

Expected Results:  Should have processed file and created dvi file

Additional info:

texinfo should have a requires for tetex since the texi2dvi script
depends upon the presence of a tex binary.  Also (probably another
bug), the error message refers to apt-get and the package tetex-bin
rather than tetex which will probably confuse people.

Error message:
$ /usr/bin/texi2dvi -o blah.dvi blah
You don't have a working TeX binary (tex) installed anywhere in
your PATH, and texi2dvi cannot proceed without one.  If you want to use
this script, you'll need to install TeX (if you don't have it) or change
your PATH or TEX environment variable (if you do).  See the --help
output for more details.

For information about obtaining TeX, please see http://www.tug.org.  If
you happen to be using Debian, you can get it with this command:
  apt-get install tetex-bin
