Description of problem: The webui won't allow admin to edit the tags for an existing RBAC User.

How reproducible: 100%

Steps to Reproduce:
1. Create a new RBAC User
2. Navigate to the user details page and select Policy -> Edit 'My Company' Tags for this User

Actual results: The page stays on user details and never transitions to the page for Editing tags

Expected results: WebUI successfully transitions to a page to edit tags

This also affect RBAC groups object when you try to edit the tags
