Describe the issue: 
Customer wants more detail in how to set up centralized administration and its exact functions and limitations are when we set up a global db for that. For setup, for example, how to make service provisioning work, and for functions that don't carry over to central admin/global database, eg, service retirement.

Also, when you go to the document URL, towards the end, it brings you to https://access.redhat.com/documentation/en-us/red_hat_cloudforms/4.5/html-single/general_configuration/#configuring_database_replication, and towards the end of that, it brings you back to the central-admin page, making it cyclical


Suggestions for improvement: 
Provide specifics for what we can and can't do with Centralized Administration that we can with a regular setup.  Also provide any instructions on functions that may differ on a centralized administration setup.
