Network I/O graph: find diff bet^n table and graph

Description of problem:
----------------------

When I try to explore Disk I/O graph for VM C&U found that table not showing smaller data (l.e less than 1 kbps) but the graph showing some data for that instance of time.
When I try to disk I/O found that it's showing as in some kbps.

Version-Release number of selected component (if applicable):
------------------------------------------------------------
Version 5.9.0.8.20171109215303_ed87902

How reproducible:
----------------
always

Steps to Reproduce:
------------------
1. Navigate to VM C&U graphs
2. Maximize Network I/O graph
3. Observe Hourly Graph

Actual results:
Table not showing float data but graph pop-up showing

Expected results:
- the table has to show small float data(less than 1 kbps)
or
- the graph also fallows same avg property and show zero for that.

Additional info:
--------------------
Attaching screenshot for Network I/O and Disk I/O.

As per my understanding, a table showing proper integer avg data, but graph not fallowing same data.
